His focus is on helping leaders break down silos and align systems—leveraging a strong strategic planning background – to deliver meaningful progress and outcomes. In his role as Principal of Passons Consulting, LLC, Omar focuses on helping leaders and organizational clients address complex, multi-disciplinary challenges. From human services to the private sector and public administration, his areas of practice include systems change, strategic planning, cross-enterprise alignment, community engagement, executive coaching and helping clients align and leverage Artificial Intelligence to improve outcomes.

Kristin Blackson is an environmental professional with 15+ years of experience in the preparation and management of CEQA and NEPA documents, land use planning, entitlement and project management.

The list of projects she has managed is comprehensive and includes master planned communities, wind and solar projects, programs and ordinances, specific plans, major and minor use permits, tentative maps, tentative parcel maps, administrative permits, variances, site plans, vacations and pre-application meetings.

Lisa is responsible for CEQA review for all City and County of San Francisco (CCSF) agencies and departments (including SFO and Hetch Hetchy) and provides CEQA policy development and guidance to the Planning Director.

She certifies all environmental review documents on behalf of the CCSF and has the broad authority to determine the scope of environmental review requirements for individual proposed development projects. Lisa ensures appropriate allocation of resources, including through forward planning of resource needs and attendant budget requests; manages organizational structures and changes; develops goals and objectives for the relevant functional areas and for the department; advances racial and social equity; and ensures the efficient functioning of the EP division.

Matt Klopfenstein represents a variety of clients in legislative and regulatory arenas, specializing in technology, energy, environmental, transportation, manufacturing, and local government policymaking.

He covers a wide breadth of high-profile issues for clients, serving as both a subject matter expert and boots-on-the-ground lobbyist. He has been involved in numerous noteworthy policy fights, both sponsoring priority legislation for clients, as well as working to prevent problematic proposals. Matt has extensive experience across a broad range of policy issues, including utility and renewable energy issues, critical minerals development, technology and privacy policies, business and litigation issues, and CEQA. He prides himself on being able to work with clients of all sizes, from large utilities and Fortune 50 companies to startups and nonprofit clients.

Andrew Keatts has been a distinguished journalist in San Diego for 15 years.

He was a reporter for The Daily Transcript, an investigative reporter and later managing editor at Voice of San Diego. and most recently launched Axios San Diego. In 2018, the San Diego Society of Professional Journalists named him journalist of the year. Keatts is a graduate of Ohio Wesleyan University.

Bill Fulton, FAICP

William Fulton Group

With decades of experience, Bill Fulton, FAICP, is one of America’s major thought leaders on land use, economic development, and urban development.

During his career he has worked on hundreds of projects for dozens of clients with a focus on rigorous analysis, accessible work products, and action-oriented outcomes. In 2009, he was named one of Planetizen’s Top 100 Urban Thinkers.

In addition to his work at William Fulton Group, Bill is a Senior Advisor to PFM Management and Budgeting Consulting, a Fellow at the Terner Center for Housing Innovation at UC Berkeley, and a Professor of Practice in the Department of Urban Studies and Planning and the Design Lab at the University of California, San Diego.

In California, Bill has served as Mayor of Ventura, California, and Director of Planning and Economic Development for the City of San Diego. In Texas, he was Director of the Kinder Institute for Urban Research at Rice University for eight years. In Washington, D.C., he served as Vice President of Policy and Implementation at the advocacy group Smart Growth America.

Bill is also the author of eight books, including The Regional City: Planning for the End of Sprawl (with Peter Calthorpe) and Guide to California Planning, the standard urban planning textbook in California (sixth edition published in 2022). His latest book, Place and Prosperity: How Cities Help Us Connect and Innovate, was published by Island Press in 2022.

Heidi Vonblum has over 20 years of experience in both public and private land use and environmental planning and law.

She is currently the Planning Director for the City of San Diego. Prior to joining the Planning Department in 2018, she served as a Deputy City Attorney in the Land Use Advisory and Litigation Units in the San Diego City Attorney’s Office. Ms. Vonblum obtained a Bachelor of Science in City and Regional Planning from Cal Poly – San Luis Obispo, and a Juris Doctor from the University of San Diego School of Law.

Mindy has over 22 years of planning and land use experience. She is currently the AEP State President.

Prior to becoming Principal Planner at the City of Carpinteria, she worked for the Counties of San Diego, Santa Barbara, San Luis Obispo and most recently Ventura. She has managed numerous public and private projects, such as General Plan Amendments, Specific Plans, Subdivisions, Habitat Conservation Plans, Ordinance Amendments, Cannabis Permits, Mining Projects, Oil and Gas Projects, and Renewable Energy Permits. Over the last 15+ years, she has been very active with the Association of Environmental Professionals (AEP) and is currently the president.

Dalia is an affordable housing professional with a Master's Degree in Public Policy and Administration from California Lutheran University.

Dalia started with People’s Self-Help Housing as a Project Coordinator in 2018 and has worked her way up to her current position as Senior Project Manager.

Megan serves as the Community Development Director for the City of Grover Beach, where she brings a solution-oriented and results-driven perspective shaped by more than 15 years of experience in both the public and private sectors.

She obtained an undergraduate degree in Environmental Studies from University of California Santa Cruz and a Master of City and Regional Planning from Cal Poly San Luis Obispo where she focused on policy development and community engagement. Her previous roles include Planning Manager with the City of Pismo Beach, Director of Entitlements with Kirk Consulting, Supervising Planner with the County of San Luis Obispo in both the Long Range and Cannabis Divisions, and Planning Intern with the City of Clovis. During her tenure with the City of Grover Beach, Megan oversaw the construction of the Cleaver and Clark 53-unit affordable housing project and supported the entitlement and construction of a 30-unit non-congregate shelter, Balay Ko on Barca.

Many Mansions is a nonprofit affordable housing and service provider headquartered in Thousand Oaks, California. Many Mansions develops affordable housing rental apartments for low-income individuals and families across Southern California.

Many Mansions currently owns and manages 33 affordable housing communities, with over 1,100 units of affordable housing. Many Mansions is one of the leading operators of permanent supportive housing.

Rick has been the President & CEO of Many Mansions since July 2002. He is an attorney, licensed to practice law in the states of California and Minnesota. He received his law degree from UCLA School of Law in 1986 and his Bachelor of Business Administration from the University of Wisconsin in 1983.

Rick is also a licensed California Real Estate Broker (CalDRE #01999799). Rick has been active for many years in issues for the homeless and mental disabilities.

Tanner is a versatile and collaborative urban planning/design consultant with ten years of experience providing consulting services along California’s Central Coast.

His unique skillset, with extensive knowledge of local and state planning processes and regulations, coupled with strong site design capabilities, make him an adaptable addition to any project team. Tanner focuses on processing a wide array of current planning entitlements, policy development, preparation and processing of subdivision plans, aBordable housing entitlements, contract planning for public agencies, and creating site designs and land use plans.

His clients include a wide variety of public agencies, private developers, non-profits, and educational institutions.

Howard offers award-winning consultation for both public and private clients on urban design, community planning, coding, and public facilitation projects.

Current projects include town architect for Mapleton Village #1 and urban designer for Village #2 in Whitehall, DE; Assistant Community Development Director contract with City of Menifee, CA; Country town of Jacumba, CA, Master Planner; and Project Manager for various scaled projects throughout Imperial County, CA, with Gafcon. Past projects included town planner for the Mississippi Renewal Forum and Rebuilding Louisiana (in response to Hurricane’s Katrina and Rita) with Andres Duany; collaborating with Leon Krier in Coronado, CA; master planning of a new capital city in Tongzhou, China and San Diego – Tijuana Cross-Border Xpress facility; and coding for Crescent City, Abu Dhabi with Gafcon.

Dan Zack is a planning and development consultant based in Fresno, CA.

Through his firm Zack Urban Solutions, Inc. (ZUS) he has worked with infill developers, local governments, and non-profit organizations to develop better plans, reforming zoning codes, manage parking smartly, and create development concepts that are financially viable and which enhance their neighborhoods. Prior to founding ZUS Dan Zack spent 23 years in local government working on general plans, zoning updates, and Downtown revitalization. As the Assistant Director of Planning and Development for the City of Fresno he oversaw the long-range planning, current planning, Downtown revitalization, historic preservation, and parking management programs for the 5th largest city in California. As the Downtown Development Project Manager for the City of Redwood City in the San Francisco Bay Area, he helped the City attract the development of 2,500 homes in an area that had stagnated for decades, but which is now one of the most active downtowns in the Silicon Valley. In all his work, Dan strives to create walkable, fun, and inclusive places that bring joy to those who live, work, and play there.
