Matt Klopfenstein represents clients in legislative and regulatory arenas, specializing in technology, energy, environmental, transportation, manufacturing, and local government policymaking.

He covers a wide breadth of high-profile issues for clients, serving as both a subject matter expert and boots-on-the-ground lobbyist. He has been involved in numerous noteworthy policy fights, sponsoring priority legislation for clients as well as working to prevent problematic proposals. His experience spans utility and renewable energy issues, critical minerals development, technology and privacy policies, business and litigation issues, and CEQA.

McKinley Thompson-Morley has nearly a decade of experience in state and local government affairs, policy, and advocacy.

Her experience spans energy, circularity, business continuity, transportation, and infrastructure. Before Seaside Advocacy, she worked at California Advisors, representing clients in business, technology, energy, and local government. She also represented Gap Inc. across several states, securing policy wins on textile recycling, organized retail crime, and workforce issues. McKinley spent several years in the state Senate, working on policy related to local government, infrastructure, energy, transportation, housing, and education.

Zachary “Zak” Kearns advises energy companies and businesses on land use and environmental permitting matters.

His practice centers on NEPA, CEQA, the Endangered Species Act, and related environmental laws. He helps project proponents develop strategies and disclosure documents that withstand and deter legal challenges, and has litigated environmental and commercial disputes in state and federal courts.

She has been named among California’s Top 100 Lawyers and Top 50 Women Lawyers, and recognized for her renewable energy permitting expertise. Annie is a frequent speaker and presenter on renewable energy issues.

Josh Adams is an innovator with extensive technical leadership experience and a passion for renewable energy engineering.

His expertise includes energy-efficient building systems, thermal management, battery energy storage system (BESS) integration, codes and standards, and BESS fire safety systems. His sustainability-focused work is driven by a lifelong commitment to environmental stewardship.

With 25 years of experience, John Bellas manages CEQA and NEPA documents for diverse projects across Southern California.

He provides strategic CEQA guidance, conducts peer reviews, and delivers specialized CEQA training for agencies and professional organizations. His projects span renewable energy, urban infill, parks, schools, and capital improvements.

Anastasia Shippey
Senior Planner
Sacramento County Planning & Environmental Review

Anastasia Shippey has seven years of environmental planning experience and is the lead reviewer for Sacramento County’s first standalone BESS project.

Her background includes transportation, development, and restoration projects. Since joining the County in 2024, she has worked on multiple BESS projects and continues expanding her expertise in environmental review for energy storage facilities.

AES Clean Energy

Corinne Lytle Bonine has over 18 years of environmental permitting experience in utility-scale renewable energy and transmission projects.

Her experience spans NEPA, CEQA, and related federal and state processes, including endangered species consultations, eagle take permits, and USACE permits. She has served on advisory committees and holds leadership roles in professional organizations.

Vice President, Environmental Policy and Compliance
AES Clean Energy

Theresa Carroll is the Vice President of Environmental Policy and Compliance at AES Clean Energy, where she leads a team of permitting and environmental compliance experts.

She has extensive expertise in environmental policy as well as state and federal endangered species permitting strategies across the United States. With over two decades of experience in environmental permitting, policy development, and construction environmental compliance, Ms. Carroll is widely regarded within the industry. She has significantly shaped the permitting landscape with her comprehensive knowledge of renewable energy project development and construction. Her longstanding membership in national trade associations such as ACP, SEIA, LSA, REWI, and others has contributed significantly to the advancement of utility-scale renewable energy initiatives across the U.S.

Erec DeVost develops renewable energy projects and innovative conservation strategies, with a focus on large-scale solar.

He formerly served as VP of Permitting for Avantus, managing a 50 GW pipeline and helping establish the Onyx Ranch Conservation Project in Kern County, CA. He works closely with federal and state agencies on conservation initiatives tied to renewable energy development.

Aarty Joshi leads a permitting team for wind, solar, and energy storage projects across the U.S.

She has led diligence and permitting activities on nearly 5 GW of renewable projects, ensuring compliance with local, state, and federal regulations. Her experience includes projects on private, state, and federal lands nationwide.

EDF Renewables

Devon Muto oversees utility-scale solar and storage development in EDF’s western region.

Since joining EDF Renewables in 2018, he has advanced over 2 GW of projects to construction. His 20+ year career includes senior planning roles for San Diego County, management at ICF, and leadership in renewable energy wildlife research initiatives.
