Paul Philley, AICP is the Program Manager of the Transportation & Climate Change Division at the Sacramento Metropolitan Air Quality Management District. His team works to protect the public health of 1.6 million breathers through strategic investments, development review, and policy advocacy in the land use and transportation sectors. He has a BS in Geology from Cal State Bakersfield as well as an MA in Urban Planning from UCLA. He currently serves as the President of the Sacramento Transportation Management Association.
